On April 16, 2020, during a telephone conference with the Board, counsel jointly withdrew their previous joint request for a judgment on a stipulated settlement and verbally moved to dismiss the appeal with prejudice. The motion is granted, and this appeal is DISMISSED WITH PREJUDICE.
