Cybersecurity Maturity Model Certification

CMMCLevel 2

CMMC Level 2 requires defense contractors handling Controlled Unclassified Information (CUI) to implement 110 security requirements aligned with NIST SP 800-171 Rev 2 across 14 security domains. Certification is assessed by accredited C3PAOs every 3 years.

Department of War notice

On July 13, 2026, the Department of War announced the immediate suspension of the Cybersecurity Maturity Model Certification (CMMC) Phase II requirements, which was originally scheduled for November 10, 2026. All Phase I self-assessment requirements remain firmly in place. The Department will begin a comprehensive review of CMMC aimed at aligning with the Secretary of War Pete Hegseth’s Acquisition Transformation System (ATS) directives prioritizing speed to capability, lowering barriers for small, medium, and non-traditional businesses, and replacing bureaucratic compliance with scalable, resilient cybersecurity measures.

Class deviation 2026-O0025, Revision 3IN FORCE

A memorandum states the Department's policy. A class deviation tells a contracting officer what to put in, and take out of, a contract. Effective September 3, 2026, DARS class deviation 2026-O0025, Revision 3 supersedes Revision 2 of July 16, 2026 and directs contracting officers to:

Collaborate with requiring activities to remove or revise the Cybersecurity Maturity Model Certification (CMMC) requirements in new and existing solicitations and contracts in accordance with the Department of War Chief Information Officer’s memorandum, Suspension of the Advancement to Cybersecurity Maturity Model Certification Phase 2 Requirements, dated July 13, 2026.

The class deviation sets out what that memorandum does:

  • Permits requiring activities to include CMMC Level 1 (Self) or Level 2 (Self) assessments in all procurement requests and requirement documents
  • Requires baseline compliance with NIST SP 800-171 Rev 2 in accordance with the clause at DFARS 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting
  • Suspends the November 2026 CMMC Phase 2 transition
  • For existing contracts that contain these requirements, requires contracting officers to remove them via modification prior to the exercise of the next option period or through the next scheduled administrative modification

Overview

What is CMMC?

The Cybersecurity Maturity Model Certification (CMMC) is a DoW framework ensuring that defense contractors and subcontractors protect Federal Contract Information (FCI) and Controlled Unclassified Information (CUI). It was developed by the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)) and the DoW Chief Information Officer (CIO).

The Defense Industrial Base (DIB) consists of over 220,000 companies that process, store, or transmit CUI and FCI in support of the warfighter. CMMC provides a consistent pre-award assessment methodology to determine whether contractors have implemented the cybersecurity protections necessary to safeguard DoW information.

CMMC requirements apply to all DoW solicitations and contracts awarded after November 10, 2025, and the Phase 1 self-assessment requirement remains in effect. The rule published a phased schedule running to November 2028, but the Department suspended Phase 2 on July 13, 2026 and opened a review of CMMC, so every date beyond Phase 1 is the published one rather than a current commitment. The CMMC final rule is codified in 32 CFR Part 170.

Assessment

Scoring Methodology

CMMC Level 2 scoring is based on the DoW Assessment Methodology, which assesses NIST SP 800-171A objectives. The maximum score is 110 points, with a minimum passing score of 88 (80%). Security requirements are valued at 1, 3, or 5 points, and the overall score range is -203 to 110.

Partial credit is allowed for two specific requirements: Multi-Factor Authentication (MFA) and FIPS-validated cryptography. Organizations that achieve a passing score with allowable POA&M items receive a Conditional CMMC Status. A Final CMMC Status is achieved when all requirements are met or the POA&M is closed out within 180 days.

It's the Department of Defense's way of ensuring Controlled Unclassified Information (CUI) is protected. You've put in the hard work to prepare, and KLC Consulting respects that commitment. Our interactive collaborative approach helps you clearly understand each part of the process, including how we determine your compliance score and status. We'll also thoroughly explain provisions designed to benefit you, such as the 10-day window for correcting minor, non-systemic deficiencies after your assessment. POA&M CLOSEOUT ASSESSMENT Attaining Conditional Status (an assessment score between 88 and 109) in your CMMC Level 2 Certification Assessment means you've implemented many, but not all, required practices. CMMC allows up to 180 days to remediate and validate identified deficiencies through a POA&M Closeout Assessment. KLC Consulting provides fast, inexpensive closeout assessments scaled directly to the number of non-compliant practices that need reassessment. INDUSTRY-SPECIFIC CMMC ASSESSMENTS DEFENSE PRIME CONTRACTORS & SYSTEM INTEGRATORS Assessing organizations with complex, multi-divisional structures and expansive Controlled Unclassified Information (CUI) scopes across diverse hybrid infrastructures demands highly specialized C3PAO expertise. We provide the thorough technical capability to accurately assess your unique development processes and intellectual property. KRATOS TECHNOLOGY & TRAINING SOLUTIONS

Herndon, VA 20171

As a CMMC Third Party Assessment Organization (C3PAO), Kratos teams are ready to conduct the CMMC assessments that are a prerequisite to CMMC 2.0 certification. CMMC 2.0 streamlines the process, reduces costs, and improves flexibility. Kratos’ assessment process consists of up to four phases and, depending on complexity, most assessments will be completed in four to six weeks. Much of the progress Organizations Seeking Certification (OSC) and Defense Industrial Base (DIB) members have taken will still apply and ease CMMC certification. CMMC 2.0 still addresses security concerns related to Federal Contract Information (FCI) and Controlled Unclassified Information (CUI) and divides certification levels based on what type of information an organization handles. CMMC 2.0 does not alter the Level 1 controls, but only requires a self-attestation for Level 1 certification. Certified C3PAOs are still able to assess or offer advisory services. Kratos has years of robust compliance and certification experience with government and commercial standards requirements. Along with CMMC 2.0, these include the Federal Risk and Authorization Management Program (FedRAMP), Payment Card Industry (PCI), Federal Information Security Management Act (FISMA) and the National Institute of Standards & Technology (NIST)/Risk Management Framework (RMF). Kratos is viewed as a trusted compliance and governance partner by the Department of Defense (DoD), Federal Civilian Agencies, Intelligence Community (IC), and commercial organizations. Kratos cybersecurity services include Compliance, Governance, Risk Management & Strategy and Cyber: Operations, Defense, & Engineering services. If you're handling CUI and need to get certified, we're here for your assessment. WHY SERA BRYNN We're the assessors defense contractors prefer to work with.
