On February 7, 2025, the Government reported that the parties have settled this appeal and moved to dismiss this appeal with prejudice. In a submission docketed on February 28, 2025, appellant concurred with the motion to dismiss the appeal with prejudice. Accordingly this appeal is DISMISSED WITH PREJUDICE.
