Before Board Judges KULLBERG, O’ROURKE, and NEWSOM.

NEWSOM, Board Judge.

On September 28, 2026, appellant, Valhalla Engineering Group, LLC (Valhalla), and respondent, the United States Department of Veterans Affairs (VA), filed a joint motion requesting the entry of a stipulated judgment in this appeal in the amount of $188,595.90, to be paid to Valhalla from the permanent, indefinite judgment fund, in accordance with 31 U.S.C. § 1304 (2024), Board Rule 31 (48 CFR 6101.31 (published in eCFR)), and 31 CFR part 256 (2025).

The parties stipulate that if the stipulated judgment amount remains unpaid on November 27, 2026, interest, in accordance with the Contract Disputes Act (CDA), 41 U.S.C. § 7109, will begin to accrue on that date and will continue to accrue until $188,595.90, plus all accrued CDA interest, has been paid to Valhalla or to a designee agreed upon by both appellant and respondent.

In addition, the parties stipulate that Valhalla waives any further right it may have to interest, other than that provided for in this decision, and waives any claim for recovery of attorney fees, costs, or expenses in conjunction with this appeal. The parties also stipulate that neither Valhalla nor the VA will seek reconsideration of, seek relief from, or appeal the Board’s entry of judgment awarding the stipulated amount to Valhalla. See Rule 25(b).

Decision

The appeal is GRANTED IN PART. The VA shall pay $188,595.90 to Valhalla in full settlement of this appeal, according to the stipulations above, with CDA interest running from November 27, 2026, until the payment date. The Board commends the parties on the successful resolution of this matter.

This is a verbatim capture of the text layer of the Board's own document in Valhalla Engineering Group, LLC, CBCA 8851. Nothing is summarized or reworded, and the sections run in the order the Board wrote them. What the page shows and the text does not repeat is the pagination furniture: the page numbers and the rules the Board draws around its caption and under its signatures. The signatures are set back into the columns the Board prints them in, each judge under the name he or she signed, and the typed copy of that name the page carries beneath each signature is not repeated.
