Government contracts counsel directory

GovConLaw Firms

Choose counsel from the record, not from a list of advertisers. Every firm here is named in a published decision of GAO, the ASBCA, the CBCA, the Court of Federal Claims, the Federal Circuit or the SBA Office of Hearings and Appeals, with the forums it appears in, the side it argued and the services the decisions show.

Overview

Who argues government contracts cases?

A bid protest, a claim appeal and a size protest are heard in different places, under different rules and deadlines. The firms that appear most often at GAO are not always the ones that try cases at the boards of contract appeals, and very few firms appear in every forum.

This directory reads the counsel block of every decision GovConDash holds across six forums and joins the many ways a firm's name is printed into one firm. It then shows, for each firm, how many decisions name it on the contractor side, where those decisions were decided, and which government contracts services they show the firm providing.

Where a firm publishes a website, GovConDash reads it and adds the services the firm states on its own pages, each one tied to the page it came from.

What the firms do

Firms offering each government contracts service, from two sources: the decisions they appear in (a GAO protest shows bid protest work, a board appeal shows claims work) and the services a firm states on its own website.

Methodology

How the record is read

From the decision itself

Counsel is read from the appearance block each published decision prints. Nothing is self-reported and no firm can buy a place.

Once per side per decision

A firm counts once on each side of a decision however many of its attorneys appeared, so a large team does not inflate the count.

Contractor side first

The directory opens on counsel for the protester, appellant or plaintiff. Government counsel is never ranked beside the firms a contractor can hire.

Rates need a real sample

A win rate prints only at 5 or more merits decisions in ONE forum on ONE side. It is never pooled across forums. ASBCA and Federal Circuit records show counts only.

A firm's website is read only when it is the firm's own published site. A service shown with the globe mark is quoted from that site and linked to the page it came from on the full firm page.

Read every decision behind a firm

In the dashboard, each firm page lists every decision that names it with links to the decision text, the attorneys who appeared, the agencies they appeared against and the firm's website profile. Filter by forum, matter, agency, office state, years and attorney name, and export the record to Excel.

How to read this directory

Appearances count how often a firm is named as counsel in a published decision. They measure experience before a forum, not the quality of a firm's work, and many matters settle or are withdrawn without a published decision. No firm pays to be listed or to be ranked. This page is not legal advice and is not an endorsement of any firm.

Disclaimer

Source of the record. Every figure on this page is read from decisions published by the GAO, the Armed Services Board of Contract Appeals, the Civilian Board of Contract Appeals, the Court of Federal Claims, the Court of Appeals for the Federal Circuit and the SBA Office of Hearings and Appeals. Counsel names are taken from the appearance lines printed in those decisions and grouped under one firm where the spellings match. A firm that changed its name, merged or split may appear under more than one entry, and an attorney who moved between firms is counted with the firm named in each decision.

What the counts leave out. Only matters that ended in a published decision are counted. Protests and appeals that were withdrawn, dismissed without a written decision, settled, resolved through alternative dispute resolution or handled at the agency level do not appear, nor does counseling, compliance, transactional or litigation work outside these forums. Redacted or unpublished decisions, and decisions that do not name counsel, are not counted.

Win rates. A win rate is shown only where a firm has at least five merits decisions in one forum on one side, and it reflects only the outcomes printed in those decisions. A low or high rate can reflect the matters a firm takes on, rather than its skill, and past results do not predict the outcome of any future matter.

Services and offices. Service labels and office states come from the decisions and from each firm's own public website, which can be incomplete or out of date. Confirm a firm's practice areas, office locations and bar admissions with the firm directly.

No legal advice, no attorney relationship. GovConDash is not a law firm and does not refer, recommend or rate attorneys. Nothing on this page is legal advice, and using it creates no attorney-client relationship with GovConDash or with any firm listed. No firm pays to be listed, ranked or described. The choice of a lawyer is an important decision that should not be based solely on this directory. Firms that believe an entry is inaccurate may contact support@govcondash.ai.
