• On January 21, 2015, AAFES solicited offers to operate barber shops at Fort Bragg in North Carolina.
• On February 10, 2015, AAFES awarded Sheffield a concessionaire contract.
• The Contract recognized two types of haircuts: a 'Haircut, Regular' priced at $8.55 and a 'Style Cut' at $10.75.
• AAFES had not enforced its interpretation of the Contract for an extended period, allowing fade cuts to be charged as style cuts.
• In May 2016, AAFES issued a warning letter to Sheffield directing them to charge fade cuts as regular haircuts.
• Sheffield filed a certified claim of $374,868 with the contracting officer asserting three grounds.
• On November 15, 2019, AAFES’s contracting officer issued a final decision denying Sheffield’s claim.
