• On January 29, 2020, the prime contractor submitted a claim to the contracting officer on behalf of itself and the subcontractor.
• On April 14, 2020, the contracting officer issued a final decision denying the claim.
• On May 29, 2020, the prime contractor’s quality control manager emailed the government, stating that the electrical subcontractor intended to appeal the decision.
• On July 14, 2020, Haakenson filed a notice of appeal with the Board.
